Provisional Work Permit · Philippines

Provisional work permit (PWP) in the Philippines: start the job while the visa is pending

An employment visa takes weeks after the labour permit, and a start date rarely waits for either. The Bureau of Immigration issues a provisional work permit for that gap: the right to work for the employer named in a pending application, on top of a valid stay. Asia Relocation Philippines files it with the visa, so the new hire starts on the date the contract says.

The employment route in the Philippines is a sequence: a permit from the labour department, then a visa from the Bureau of Immigration built on it, then the registration card. Each step waits for the one before, and none of them waits for a start date.

The provisional work permit is the instrument the Bureau of Immigration provides for that interval. It is issued while the employment visa application is pending, to the person and the employer named in it, and it sits on top of the stay the person already has. It is not a visa and does not become one; it borrows its purpose from the application behind it.

Asia Relocation Philippines has run this sequence for employers in Manila, Cebu and Clark since 2011. The bridge is planned into the timeline at the quote stage, filed with the visa, and extended before it lapses, by the consultant who carries the rest of the file.

The perimeter

What the bridge carries, and what the other two filings carry

Three documents, three pages. This one is the middle of the sequence.

Carried by the service

  • The check that a bridge is possible: a visa application on file, a labour permit issued or receipted, a stay in the Philippines still valid on the day of filing.
  • The employer's documents, most of the file: registration papers and information sheet, tax return, permit to operate, board resolution where the signatory needs one, proof of the pending application.
  • Your documents: passport with the valid stay, taxpayer number, and the templates the office expects, filled in once and checked against the visa file.
  • Filing and follow-up at the Bureau of Immigration in Manila, until the approved permit is released and in your hands.
  • The extension, requested before the first period ends when the visa is still running, and the tourist stay extended separately if it runs short.

Dates are the whole service here: each goes into our calendar the day the permit is issued.

A different page

  • The permit that comes first. The labour department's authorisation to employ a foreign national is the Alien Employment Permit, and nothing here exists without it.
  • The visa this permit is waiting for. The long-term route is the pre-arranged employment visa; when it is implemented, the bridge ends.
  • A short assignment that will never become a hire. A consultant or performer here for a defined period needs the special work permit, not a bridge.
  • The stay itself. Extending a tourist stay while the file runs sits on our other immigration services page, on the same file.

The three filings are quoted together. Ask for the sequence, not for one document.

Situations

Three ways the gap opens, and what each one needs

The permit is the same; what differs is how far the file has already gone.

New hire, visa just filed

The usual case: labour permit in hand, employment visa lodged, start date next week. The bridge is filed on the visa's receipt and the employer's file, and the new hire starts in Manila on time.

Most files

Visa still pending at the end of the first period

The extension, asked for before the first permit expires. A file that has waited this long is usually waiting for the employer's documents, which we chase at the same time.

Extension

Change of employer mid-file

The old visa is downgraded, a new labour permit and a new visa application are opened, and a new bridge is filed on the new application. Nothing carries over; the sequence restarts.

New sequence

Tourist stay running short

The bridge does not extend the stay it sits on. When the stay runs short before the visa lands, it is extended separately, in time, so the permit is never resting on an expired admission.

Stay first
How it works

Receipt in hand, permit filed, extension before it lapses

  1. Where the file stands

We read the state of the labour permit, the visa application and your current stay. If the visa is not yet lodged, the bridge waits; if the stay is short, it is extended first.

  2. The employer's file, reused

The documents assembled for the labour permit serve again, brought up to date and checked against the visa application for names, dates and passport numbers.

  3. Filing at the Bureau of Immigration

Lodged at the main office in Manila with the visa's receipt, followed until the approved permit is released. You are told what the office is waiting for, if anything.

  4. The calendar

The permit's end date, the extension window and the tourist stay's expiry go into our calendar the day the permit is issued, and each is acted on before it arrives.

  5. The visa lands

When the employment visa is implemented in the passport, the bridge has done its work. The registration card follows, and the renewal of the labour permit is already dated.

Who it's for

The people who cannot wait for the visa

New hires with a contract date

The start date was agreed before anyone looked at the immigration calendar. The bridge is what makes the date honest.

Employers in Manila, Cebu and Clark

A company that lets someone work before the document exists carries the risk, not the employee. The permit puts the company on the right side of the rules from day one.

HR teams running several files a year

The bridge becomes a line in the standard sequence rather than an emergency, with one calendar of dates and one report.

Transferees changing employer inside the Philippines

The sequence restarts with the new company, and the bridge is what keeps them working between the old visa's downgrade and the new one's grant.

Coverage

Filed in Manila, for employers anywhere in the country

The permit is a Bureau of Immigration filing at the main office in Manila; the employers we serve are in Metro Manila, Cebu and Clark.

Unlike the labour permit, which is lodged at the regional office that covers the workplace, the provisional permit is a matter for the Bureau of Immigration's main office in Manila. A company in Cebu or Clark does not need to send anyone: the file travels, the consultant does not have to.

The same office implements the employment visa when it is granted, which is why the two filings are planned as one and followed by the same person.

FAQ

What employers ask when the start date is closer than the visa

What exactly does a provisional work permit allow?
To start working for the employer named in a pending employment visa application, legally, before that visa is granted. It is issued by the Bureau of Immigration on top of a valid stay; it does not replace the visa, and it ends when the visa is implemented or the application fails.
When can it be filed?
Once the employment visa application is on file, which in turn assumes the labour permit exists or is at least receipted. The permit is a bridge between two applications, so it cannot be the first document in the sequence.
How long does it last?
It covers the pendency of the visa: a first period, extended once if the visa is still running. The extension is asked for before the first period ends, not after, because a gap between the two is a gap in the right to work.
Does my tourist stay still need to be valid?
Yes. The permit sits on top of your current stay; it does not extend it. If the tourist stay runs short while the visa is pending, it is extended separately, and we track both dates on the same file.
Whose documents are needed?
Mostly the employer's: registration papers and information sheet, tax return, permit to operate, a board resolution where the signatory needs one, and proof of the pending labour permit or visa application. From you, the passport and the taxpayer number.
Is it the same thing as a special work permit?
No. The special work permit is for a short, defined assignment that will never become long-term employment. The provisional permit exists only because a long-term application is running. Same office, different purposes, and choosing the wrong one costs a filing.
What if the visa application is refused?
The provisional permit ends with it. The right to work was borrowed from the pending application, so it cannot outlive it. The employment file is then reviewed to see what can be re-filed, and the stay itself is protected in the meantime.
Can Asia Relocation Philippines file it with the visa?
That is the normal way to do it. The labour permit, the employment visa and the provisional permit are three filings on one file, planned together so the new hire is never working without a document that allows it.
