Section 13 Quota Visa · Philippines

Quota visa in the Philippines: the capped immigrant route, and when to file for it

The Philippines grants a small number of immigrant visas each year to nationals of countries that extend Filipinos the same privilege: fifty for any one nationality in a calendar year, and not one more. It is the residence route that depends on nobody else, and the one where the filing date matters almost as much as the file. Asia Relocation Philippines builds the file and plans the date.

60days: the annual report window every year after

Most residence routes in the Philippines rest on something: an employer, a marriage, a deposit, a payroll. The quota visa rests on the applicant alone, which is why it is prized and why the country rations it. The law admits, as immigrants, nationals of countries that have diplomatic relations with the Philippines and grant Filipinos the same privileges, and it caps them at fifty of any one nationality in a calendar year.

Processing was suspended early in 2025 for a review of the eligibility standards and resumed in May under revised guidelines. The route is the same in law; what the Bureau of Immigration applies at the counter, on age, prior stay and financial capacity, is administrative and is confirmed on each file rather than assumed from last year's.

Asia Relocation Philippines has filed immigrant routes since 2011, from Manila and for households in Cebu and Clark. The consultant who checks reciprocity confirms the current guidelines, builds the file, plans the filing date against the year's slots, and carries the hearing and the card.

The perimeter

What the quota file carries, and what the other immigrant routes carry

Three routes lead to residence through money or jobs; the right-hand column names the two that are not this one.

Carried by the service

  • The two tests: your nationality read against reciprocity, and the year's slots for that nationality read against the calendar, before a document is gathered.
  • The current guidelines: age, prior stay and financial capacity as the Bureau applies them now, confirmed on your file rather than quoted from a page that may be out of date.
  • The documents: notarised forms, passport, photographs, police clearances here and at home, the bank certificate of the inward remittance, and the quarantine bureau's medical clearance, checked for names and dates across every page.
  • Filing, hearing and card: pre-screening at the main office in Manila, payment, the hearing prepared and attended with you, biometrics, the visa implemented in the passport and the registration card claimed.
  • The years after: the annual report within the first sixty days and the card's renewal, tracked for as long as you are on our books.

The filing date is part of the plan, written down with the document list.

Situations

Four applicants, and what the cap means for each

The same visa; the calendar decides more than the file.

Eligible, early in the year

Reciprocity holds, the guidelines are met, and the year's slots for the nationality are open. The best position there is: a complete file lodged in Manila before the count fills.

File now

Eligible, late in the year

The same file, filed when the nationality's slots may already be taken. We say whether to lodge it or to prepare it for January, because slots do not carry over.

Timing

Not yet meeting the guidelines

Short of the prior stay, or the remittance not yet made. The file is prepared so that it is complete the day the condition is met, rather than lodged early and refused.

Prepare

Nationality without reciprocity

The route is closed, whatever the means. We say so at the first call and name the investor's or the employment-generation route instead.

Other route
How it works

Two tests, the guidelines, the file, the date, the hearing

  1. Reciprocity and the cap

Your nationality against the reciprocity principle, and the year's slots for it against the calendar. If either fails, we name another route now.

  2. The current guidelines

Age, prior stay in the Philippines and financial capacity as the Bureau applies them since the 2025 resumption, confirmed on your file. The remittance is certified by a bank before filing.

  3. The documents

Notarised forms, passport, photographs, clearances here and at home, the bank certificate, the quarantine bureau's medical clearance. Documents from abroad apostilled before you fly.

  4. Filing in Manila and the hearing

Pre-screening and payment at the main office, then the hearing on the date shown on the receipt, prepared and attended with you; image and fingerprints captured the same day.

  5. Implementation, the card, and the years after

The visa stamped in the passport and the registration card claimed. The annual report and the card's renewal go into our calendar for every year that follows.

Who it's for

The applicants the quota was written for

Long-stay residents who want a status of their own

Years in Manila or Cebu on visas that depended on an employer or a deposit, and the wish for one that depends on neither.

Professionals and retirees with the means

People who can show the financial capacity the guidelines ask for and would rather not tie it to an investment or a payroll.

Households with a spouse and children to include

Dependants on the same file, each read against reciprocity and each with a card. Mapped before filing so nobody is left on a visitor stay.

Applicants who filed before the suspension

A file that stalled in 2025 and needs re-reading against the guidelines that resumed in May. We tell you what still stands and what has to be redone.

Coverage

Filed at the main office in Manila, for applicants anywhere in the country

The visa is a Bureau of Immigration filing at the main office in Manila; the applicants we serve live in Metro Manila, Cebu and Clark.

The quota is administered centrally and the file is lodged in the capital, hearing included. An applicant in Cebu or Clark travels for the hearing, and we schedule it with the filing so the trip is made once.

The count of slots is national, per nationality, and the year is the calendar year. Where an applicant lives changes nothing; when they file changes a great deal.

FAQ

What applicants ask about the quota route in the Philippines

Who can apply for the quota visa?
Nationals of countries that have diplomatic relations with the Philippines and grant Filipinos the same immigration privileges under reciprocity, within a cap of fifty grants for any one nationality in a calendar year. Reciprocity and the cap are the two tests, and both are checked before a document is gathered.
What does the cap of fifty actually mean for my file?
That the year and the month you file matter almost as much as the file. The slots are counted per nationality per calendar year and are not carried over: a complete application lodged early in the year is in a different position from the same file lodged in November. We plan the filing date.
What happened in 2025?
Processing was suspended early in the year for a review of the eligibility standards and resumed in May under revised guidelines. The route itself did not change in law; what the Bureau applies at the counter did. Our guide to the quota route after the suspension sets out where it stands.
What conditions does the Bureau apply now?
Under its current guidelines the Bureau looks at the applicant's age, a period of prior stay in the Philippines, and the financial capacity shown by an inward remittance certified by a bank, alongside the clearances and the medical certificate. The exact thresholds are confirmed on your file before anything is filed, because they are administrative and can move.
What documents does the file need?
The notarised application forms, a valid passport, photographs, a police clearance from the investigation bureau and from your home country where applicable, the bank certificate of the inward remittance, and a medical clearance from the quarantine bureau. Names, dates and passport numbers must match across all of them.
What does the visa give once granted?
Permanent residence as an immigrant, with multiple-entry privileges and a registration card issued with the visa. It is not tied to an employer, a marriage or a deposit, which is why the slots are sought after.
What are the obligations afterwards?
The annual report to the Bureau of Immigration within the first sixty days of each year, and the registration card's renewal on its own schedule. We track both for every client on our books; a late report carries a fine, and a missed one surfaces at the airport.
Can my family be included?
The spouse and unmarried children under twenty-one can be included as dependants, each with their own documents and card. Their nationality is read against the same reciprocity test, and the household is mapped before the file opens.
